PSA issues new Goliat safety order

Norway’s Petroleum Safety Authority (PSA) has ordered Eni Norge to address issues related to electrical safety on the Goliat floating production storage and offloading vessel after an audit uncovered regulatory breaches.

Last month, PSA ordered Eni Norge to shut down Goliat after an audit uncovered electrical safety issues related to the facility and the person in charge of the FPSO’s electrical facilities.

Eni Norge now has been ordered in a 6 November notice of order to complete the systematic survey of potential ignition sources related to electrical motors with Ex construction, and to implement the necessary measures to reduce the threat of ignition as far as possible before production resumed, PSA said in a statement.

The company must review all identified non-conformities related to ignition source control, to clarify their causes and initiate corrective measures to keep the non-conformities from occurring again. In addition, it must review non-conformities which have been closed without adequate correction to ensure the necessary handling of the nonconformities and adequate correction, PSA said.

Eni Norge also must conduct a review of its management system for the electrical discipline area and implement the measures necessary to ensure that roles and responsibilities are defined and understood; that necessary procedures, guidelines and instructions have been drawn up and are complied with, and that these are adapted to the extent necessary to site-specific conditions on board; and that existing training programs are evaluated and measures implemented to ensure that relevant training modules are tailored to and implemented for each position on board.

PSA decided to issue the notice order following a meeting with Eni Norge on 4 October and the results of an audit the PSA conducted between 19 September and 28 September. Eni Norge must present to PSA a scheduled plan by 11 December 2017 to ensure that the company complies with this order. The deadline for complying with the order is set to 1 March 2018.
